Summary
One in this occasional public affairs series devoted to social and political issues that concern the greater New York area. This report, hosted by Carol Martin, examines the plight of children living in New York City welfare hotels. Among those interviewed are 11-year-old Charlie Jones, a tenant at the Regent Hotel, who describes the taunting he is subjected to at school and the violence he encounters at the hotel; Carmen Martinez, a tenant at the Carter Hotel, who discusses the lack of proper kitchen facilities and safe areas for children to play; and other tenants of welfare hotels, who express concern about their families' safety and future. Topics addressed include the impersonal, often inhumane treatment of welfare families at the Emergency Assistance Unit, where they are housed temporarily while they wait for hotel vacancies; and the often fruitless efforts of some families to find affordable and safe housing alternatives. In one segment, focusing on the lack of educational opportunities available to children living in welfare hotels, a Board of Education official and a spokesman from the American Civil Liberties Union claim that the public school system is reluctant to educate welfare children, who might only attend school temporarily because of their transient living conditions. Also included is a segment in which a resident of the Carter Hotel and his daughter are shown meeting with counselor Gloria Daniels and child psychologist Charlotte Richardson to discuss the probable causes of the girl's violent, aggressive behavior, which began after moving to the hotel.
