Summary
In this public affairs program, the WJKS NewsWatch I Team examines the problems that have contributed to the growing crime rate in Jacksonville, Fla. -- rigid, ineffectual state sentencing guidelines and prison overcrowding. Topics discussed include the Florida justice system's procedural problems, which hinder effective law enforcement; the impact of the high volume of crime on residents and victims; the influx of crime into safe neighborhoods; the flaws in current sentencing guidelines, which result in repeat offenders; legislation aimed at restructuring the guidelines; the inadequacies of the point system formulated by Florida circuit courts to deal with repeat offenders; the consequences of prison overcrowding; and the viability of solving the overcrowding problem by building more prisons. The program includes interviews with Ed Austin, Florida state attorney; Republican Gov. Bob Martinez; Judge R. Hudson Olliff, Duval County Circuit Court; Sheriff James McMillan; convicted felon Eston Bullard, Jr., and a man he victimized, Jerry Prevatt; prosecutor John Delaney; and Detective Sgt. Justin Hill, who describes the high incidence of auto thefts. The program ends with an editorial by Bill White, general manager of WJKS-TV. Commercials deleted.
