J.A.G. {JAG}: ICE QUEEN {PILOT OF N.C.I.S., PART 1 OF 2} (TV)

Summary

One in this dramatic legal series about the agents of the United States Navy's Judge Advocate General Department. This episode serves as a pilot to the spinoff "NCIS," the drama series about the Washington D.C.-based team of special agents from the Naval Criminal Investigative Service. In the first half of this two-part episode, a young Boy Scout is shocked when he accidentally fires an arrow into a decomposing corpse, and Special Agent Gibbs offers him some advice for letting go of the grim memory. Ducky explains that the body is that of a pregnant JAG lieutenant who has likely been dead for three weeks, though he is confused by the unusual decomposition pattern. Admiral Chedwiggen informs his officers that the as-yet unidentified body has been found, sure that he would have noticed one of his people missing. Gibbs and the others are surprised to learn of a Lt. Loren Singer who is due in two weeks, sure that the timing does not fit, but Chedwiggen then alerts them to the capture of Amad Bin Atwa, one of their most-wanted terrorist suspects. Blackadder jumps at the chance to assist in interrogating Atwa, as he was involved in her own brother's death aboard the USS Cole, but Gibbs sternly orders her to remain focused on the murder case.

Ducky photographs the body, and Blackadder objects to his plans to use the military DNA database to determine the baby's father. They study a plane ticket and a cocktail napkin found with the body, guessing that she was hit on the head and then dumped into the stream where she was found. Chedwiggen grows frustrated with Rabb when he demands a separate JAG investigation into her death and points out that Rabb is making himself look guilty, though Rabb denies both killing Singer and fathering her child, and Chedwiggen realizes that Gibbs has manipulated him into playing "good cop" and questioning his officer. The agents learn that Singer was accused of "conduct unbecoming," though denied becoming pregnant while on active duty and refused to name the father, and Chedwiggen continues defending Rabb despite his suspicious actions. Tony hunts for clues and turns some DNA evidence over to Abby, and as Gibbs continues questioning the other JAG officers, Mac is surprised to learn that Rabb launched his own personal investigation into Singer's love life.

Rabb then calls his half-brother Sergei in Russia and tells him of Singer's death, and Sergei swears that he did not believe the baby to be his own. The agents track Singer's movements to a bar and find Sergei's Moscow phone number on the napkin, and Blackadder is elated until Ducky reveals that Singer actually died three months previously, when Sergei was not in the country, and was preserved as an "ice queen" in the frozen Potomac. Gibbs tells Morrow that Rabb is likely involved in the murder, and Morrow reminds him of the important Atwa case and tells him to "do both, fast." Abby tracks down Singer's car at an impound lot and tests for fingerprints, and Blackadder narrows down the precise date of death. Ducky reveals that Rabb could not have fathered Singer's child, and Petty Officer Coates admits that she overheard Singer having an argument in the bar on the night of her death. Gibbs interrogates Rabb again, though he refuses to divulge any information or hand over his DNA. When Gibbs mentions Sergei, Rabb swears that he is not at fault either, but Abby determines that Rabb's prints were indeed in Singer's car, and Gibbs arrests him, demanding to know if he would kill "for his brother."
