SCANDAL: WHITE HAT'S BACK ON {SEASON TWO FINALE} (TV)

Summary

One in this drama/political thriller about the Pope & Associates crisis management firm in Washington D.C.

Huck reveals that he contact Charlie to get rid of Billy for Olivia, and that Charlie captured him, preparing to torture him. However, Billy managed to convince him otherwise by offering to share the fortune he intended to make by selling secrets he had access to from Langston’s files. David insists on holding on the Cytron memory card personally until it is used, much to Billy’s annoyance. Olivia, Cyrus, Mellie, and Hollis meet in secret to discuss their next course of action, as the election rigging conspiracy is in danger of being revealed again. They argue until President Grant himself arrives, surprising some of them. Hollis proposes that they simply have Billy killed, but Cyrus believes it is not appropriate to discuss this option with the president. Olivia proposes that the only way to contain the situation without the use of murder is to retrieve the stolen memory card. Mellie storms out, feeling humiliated by President Grant’s deceptions, but Cyrus tries to convince her to stay and help him. In private Olivia tells President Grant she has mixed feelings about him running for a second term; she believes it is good for him and the country but notes it will be “difficult” to wait another four years to be together with him. However, President Grant insists that she marry him and move in to the White House with him after he wins reelection. Olivia tries to explain to him why this solution is incredibly unrealistic, although President Grant frames the issue as a problem for her to “fix” as she always does, intending to shift public support away from Mellie. Despite Olivia’s warnings that someone will come in, President Grant performs oral sex on her then and there.

Jake is asked by his superior for a meeting with Olivia, although he will not reveal the purpose of the meeting. James makes television appearances talking about the Grant family’s issues, and he also argues with Cyrus about him locking him out of White House sources and information. During the argument Cyrus discovers that Langston has formed a committee to explore the idea of running against President Grant in the next primary, and an angry Cyrus confronts her over this fact. She believes that the administration has demonstrated a paucity of morality which she feels she must address, and will not be swayed otherwise. Olivia and her team work to determine who Billy is going to work with in order to utilize the Cytron memory card to his own benefit. Olivia believes that he intends to work with Governor Reston, and she visits him personally. The team raises doubts as to the accuracy of Olivia’s assessment of the situation, but she insists that she is correct. Governor Reston tells her that he does not intend to run for office again. Huck confides in Olivia that he is worried about Quinn; she is taking after him a great deal and he believes that she may end up on the same violent and misery-laden path that he went down. Quinn hacks into security footage around Reston’s mansion and finds footage of Billy going there to visit him a matter of hours ago.

Cyrus has a meeting with Jake’s superior, who again urges him to use the sex tape in his possession. Cyrus refuses, and the superior indicates that there are secrets too sensitive for Cyrus to have knowledge of; he says he will “take care of Olivia Pope,” but does not explain what he means by that. He walks away and Olivia calls Cyrus, revealing that Billy and Reston are working together. Cyrus is furious, as Reston is meeting with President Grant in the Oval Office at that very moment. He rushes to try to stop their meeting but suddenly experiences a sharp pain in his arm and collapses to the ground, gasping for air. The secret service surround him and try to get him medical attention. Reston confronts President Grant, claiming that he knows about the conspiracy to rig the election. He tries to blackmail President Grant into putting him on his reelection ticket or else he will reveal his evidence about the voting machine tampering in Defiance. He gives President Grant until 9:00 AM the following morning to respond to his demands. Olivia enters the office to ask what Reston said, and at the same time Cyrus calls him to ask the same question even as he is being hauled away in an ambulance. Olivia warns President Grant against running with Reston, believing that even if he agrees there will be further treachery afoot. Before Cyrus can tell them any more the EMTs take away his cell phone despite his resistance; they believe he suffered a heart attack.

James visits Cyrus in the hospital and pleads with him not to die, expressing his deep love for him despite the animosity between the two of them as of late. They share an emotional moment with each other, and Cyrus even gives James a tidbit of information about the situation with President Grant. Olivia and her team deduce that the Cytron card is still in Billy’s possession. Meanwhile, Billy tries to get David to give up the card again, but David still refuses. It turns out that Billy is responsible for a number of the recent mysterious murders, including murdering Wendy and framing David for it, as well as Molly’s murder. Billy claims that he had no choice and was forced into committing them by Pope & Associates. He tries to convince David that what they are doing is delivering “justice” to the Ohio voters deceived by the conspiracy and that Olivia and her team does not have his best interests at heart. David seems to be convinced by this speech and hands over the memory card. President Grant meets with Olivia in Cyrus’s hospital room, where she advises him to pretend to acquiesce to Reston’s demands. In this way, she hopes that Reston’s subsequent actions will reveal Billy’s location, allowing them to get to him and take the memory card back from him. Olivia has lunch with Reston and reports that President Grant would be happy to include him on the ticket and that she requires proof of the voter tampering he spoke of. With their plan in motion, Huck and Quinn wait for Reston to make contact with Billy.

On television, James reports that President Grant is seeking spiritual guidance about his marital difficulties; his approval rating is slowly recovering although Mellie’s ratings are going down due to her actions during her live interview. Mellie goes to visit Cyrus in the hospital, pointing out to President Grant that they should be seen leaving together in order to appeal to the press. He states in no uncertain terms that her days at the White House are numbered, and nothing can be done to alter that. He also outlines what he intends to do once he is re-elected, expounding on a complex plan that will eventually result in him and Olivia getting married and the public supporting his decision. He also believes that their interracial relationship will start a profound dialogue about race in the United States which could revolutionize the Republican Party; he also notes that if Mellie were to complicate this plan by revealing his affair with her it could lead the public and the Party to view her as racist, ruining any career she might have. Mellie is taken aback at this and leaves in silence. President Grant admits to Cyrus that the plan he stated was of Olivia’s design.

That night, Reston places a call to Billy asking for the card, and Huck is able to track down his location. President Grant tells Olivia that Cyrus is on board with their plan, but Olivia believes that Cyrus wants President Grant to get back together with Mellie. They hang up and someone breaks into Olivia’s apartment. Jake suddenly appears and prevents Olivia from making any noise. A female assassin bursts in and Jake shoots her in the head before she can do anything. Quinn and Huck inspect Billy’s home but do not find the card, they decide to wait there until he returns. He does so and Huck follows him as he tries to flee. Jake brings Olivia to her office, where he insists to the others that she is okay. He speaks to her in private, telling her that she should stay in her office tonight in order to stay safe. He does not know why someone is trying to kill her but says she is in danger due to her relationship with President Grant. He reveals that he is a B613 operative, and that the woman he shot was also a B613 agent. He says he must go, but Olivia wants to somehow prevent B613 from coming after him, although he believes this would be impossible and that she shouldn’t bother, since sleeping with her was simply a part of his mission. She gives him a kiss and tells him to be safe, and then he leaves.

Cyrus arrives at the Pope & Associates office, and Olivia is surprised that he is out of the hospital. He explains he was worried about her when he tried to contact her and found that her apartment had been broken into. She tells him that she was almost killed by B613, and he tells her that he cannot officially acknowledge that he knows anything about them. She says it does not matter, and that she is now determined to be with President Grant and that she loves him. Cyrus is shocked at her behavior and her seeming inability to take a reasonable course of action in the face of her near-death experience. He says that she and President Grant have ignored reason in favor of their “Romeo and Juliet” antics, and he reveals that President Grant murdered Verna with his bare hands. Olivia is shocked to hear this news, and Cyrus remarks that she has misconceived the nature of her life and relationship with President Grant before he leaves. Huck captures Billy and prepares to torture him to discover the location of the Cytron memory card. Cyrus confronts President Grant and shows him the footage of him and Olivia together. Huck finds that he cannot go through with torturing Billy, as it brings back too many traumatic memories of his time in B613. Quinn offers to do it for him, as they can devise no other way of obtaining the memory card; she does so and proves to be frighteningly effective at the task, making Huck unnerved. She obtains the proper information and passes it along to Abby, who is able to recover the memory card. However, she, Olivia, and Harrison discover that the memory card is actually a fake. Billy insists that this is the card he was given, and they learn from him that he obtained it from David.

Abby investigates and discovers that David used his time alone in the office to painstakingly try every numerical combination on Olivia’s wall safe in order to get to the card, doing so over a period of at least several days. However, Billy blackmailed him into granting him assistance, so David made a perfect replica of the memory card and gave it to Billy instead of the real one. Cyrus, Olivia, Hollis, Mellie, and President Grant reconvene in secret to discuss the situation and determine what to do about David. Cyrus receives word that David has entered his office at that very moment. He goes to meet him there, and David hands over the memory card, asking for something in return. Abby finds a box in David’s place labelled “For Olivia” and gives it to her; inside is a recording device with a tape of David’s last conversation with Billy, including Billy’s confessions to the various murders. Quinn feels exhilarated by her torture session with Billy, but Huck is morose about it and locks himself in his room, squatting in a corner again. President Grant holds a press conference publicly congratulating David for discovering the identity of the mole. Billy is arrested and is set to undergo trial for his crimes. President Grant announces that David is to become the new District Attorney for Washington D.C. Olivia visits President Grant in the Oval Office, and she tells him that she knows that he killed Verna. He is at something of a loss for words. She points out that with Billy’s arrest, the “reset button” has been activated on the Defiance matter and that his slate is now clean. Olivia says that she and her associates “went too far” and insists that President Grant can only win the election with Mellie by his side. He argues otherwise, but Olivia says that her friends need her to be their “gladiator.” President Grant makes gestures of forgiveness towards Mellie, and Cyrus destroys the Cytron memory card. Jake is thrown in the same prison which Huck languished in during his time at B613. Olivia goes about her day but then finds herself swarmed by reporters asking her about her affair with President Grant, much to her surprise. She is taken by agents into a limousine, where the head of B613 awaits. It turns out that the man is Olivia’s father, Rowan Pope. Includes commercials.
